Room or ashtray?

Liked: The location is satisfactory. The property's infrastructure is acceptable considering its price bracket, and there exists potential for enhancement should appropriate maintenance be undertaken.
Disliked: I specifically requested a non-smoking room, a point I have emphasized multiple times, noting my extreme allergy to cigarette smoke. Despite my efforts, upon my arrival for check-in, the staff at the reception handed me the keys for two different rooms and instructed me to choose one. The first room I entered was unacceptable; it was replete with an unpleasant odor of cigarette smoke combined with a musty scent, and the floor was in an unsatisfactory state of cleanliness. Consequently, I proceeded to the second room option. While this room was cleaner, it still retained a notably pungent smell of cigarette smoke. I inquired about alternative options in relation to my reservation type, but regrettably, there were none available. Thus, I was compelled to remain in a room that not only smelled akin to an ashtray but contained an actual ashtray as well, despite my explicit request for a non-smoking area.
