Bad service and attention

Liked: Location
Disliked: We paid extra for the room with the river view. But the view was destroyed by the big spot of the bird's shit on the window. The window was very dirty in general. How can the hotel ask for an extra price for such rooms without checking the key element- quality of the view outside the window?
