Unfriendly welcome, ok for a...

Liked: The room was spacious enough for one person. The location was great. Breakfast was basic but ok.
Disliked: The reception was apparently open 7:00-21:00, I arrived at 11am to drop my bags and nobody was there, the door was locked. I tried to call the number that was on the door and nobody picked up so I went to a nearby cafe. After an hour and a half i went back, the hotel was still locked. I called again and this time somebody picked up and said that somebody would be there in 15 minutes. After 20 minutes of waiting I called again, she told me that she would call me back but she didnt. When I recalled her after another 10 minutes she said she couldn't call me because my number wasn't French which is surprising for a hotel, then eventually she gave me a code to get into the hotel because I was standing on the street with my heavy suitcase and I'm pregnant. When somebody did arrive, there was no apology, she just was quite dismissive of me being there and seemed a bit annoyed. I understand that check-in is at 2:00 p.m. but I assumed I would be able to leave my suitcase there before check-in. The room was superficially clean but the radiator and several other surfaces were covered in thick dust.
